05 foreman help?

Got an 05 Honda foreman that I flipped last year. Ran fine for rest of season after changing oil couple of times. But after it sat, can't get it to run. Found gas in breather so cleaned it out, filter was soaked somehow was gettin gas pushed into it? I can get it too run if I hold air compressor on breather with no filter but soon as remove air it dies not long after. Took carburator apart and cleaned it. Doesn't seem to be sticking. Can't figure out why not gettin enough air flow. Any help greatly appreciated.

Intake valve is stuck open or not closing all the way. Could also be set to close.

I checked the air cutoff valve. Took it off cranked it up and it ran fine. Cleaned the valve put it on ran down the road 1/2 mile it died, wouldn't start back. So took it back off and it cranked right back up. Is this a coincidence or do these valves go bad and this is my problem. Is there anyway to test it?
