I believe that the sleeves in the cyclinders have twsited/turned. Does anyone know a good fix or have any suggestions?
 
The sleeve will twist for only 2 reasons... It got very hot or when the sleeve was installed they did not get the tolerances correct. The cast iron sleeve is larger than the aluminum cylinder in the block. Because of this, the entire block has to be heated up to install them. Once they cool, then the sleeve becomes seized because of the difference in sizes.

The only way you will get it corrected is to tear it down and heat it up to rotate it. I would suggest a new sleeve and having the block bored to accept a over sized sleeve to correct the tolerance to prevent it from happening again. Just my opinion....
