I believe that my troubles this time around are coming from the tank and line. More so the connection between the two. The line has never seated cleanly on the outlet; one factor being the stiff spring in the sending unit and the other being the wide groove cut on the post. Is this a common design problem with the Evinrude and if so, what ways have you found to overcome this.

I believe this is causing a lack of fule to the motor, it only will run and start when the choke is on and at full throttle. Last year before I put it up I did not have this problem (the slow idle mixture knob on the front also has to be almost full rich to run now).

Any suggestions?
 
Sounds like the carb has varnished over the winter and the idle circuits are stopped up. If there was a lack of fuel, it wouldn't run at high speeds as it would run out of fuel and stall. The choke is causing fuel to be drawn out of the high speed circuit. As far as the connector goes, unless it is made onto the tank and is not removable, you just need to replace the fittings.
