Which is the best route to take under the railroad bridge to get to the dam? Is it safe when there are no turbines generating?
 
On the left side where the barges run and then hug the wall on the lock as there is a big rock pile out from the wall. It is safe even with them running unless you're in a canoe or kayak.

While I think Bill is trying to be helpful I want to be VERY clear, DO NOT TRAVEL THE LEFT SIDE going upstream! The two gaps on the left against the long rock wall are danger zones and will eat your lower. The rest of the area is safe for travel unless they are at zero flow.
 
Spur is correct. Do not take the 2 far left gaps going upstream. But... Once you go under the RR trestle, and motor up 50-75 yds, it is a good idea to take a sharp left and then hug the new lock wall til you get past the rock pile. This will keep you out of the prime fishing area, and likely out of the way of others that might be fishing the current line.
 
I was confused by your replies guys but now understand. I was referring to the old days before any new lock construction. I haven't been up there since the new lock was started but will be up there Sunday morning. Looking at google earth, I see the new lock wall is right next to the old lock wall.

in my old boat years ago i found that rock pile...not a good feeling..especially when you are right below the dam and powerhouse.

That rockpile i think is almost dead center a few yards upstream of one of those trestles..towards the dam.
