I know there's discounts on entry frees for college and senior and youth. What about solo anglers?

Nope, $120 with or without a partner.

Does partner have to be at all tournaments or as long as one fishes the other is still good on classic?

Your partner can miss two you fish but after that the points do not count towards him. You have to sign him up as your partner on those two. You cannot fish with someone else or he would not get the points. You can go to the CBA web site, it will answer these questions.
