it not getting enough gas or it gettting to much it want get on on top of the water any ideals

Pump the bulb. If this helps then it is not getting enough and probably the fuel pump check valve. If this doesn't help then it could be fuel, electrical, or mechanical. Try replacing the plugs before you go much further. Have seen MANY times it is that simple. Hope this helps!

put new plug in it didnot help. pump blub and it doesnot get tight seem like it keep pump gas in and look like it runnig out the front of carb is the needle vaules stickingopen in carb

Sounds like a needle and seat may need to be replaced or the float has fuel in it. That will cause the same.
