"Despite over $7 billion spent annually towards arresting[11] and prosecuting nearly 800,000 people across the country for marijuana offenses in 2005 (FBI Uniform Crime Reports), the federally-funded Monitoring the Future Survey reports about 85% of high school seniors find marijuana “easy to obtain.” That figure has remained virtually unchanged since 1975, never dropping below 82.7% in three decades of national surveys.[12]

In 2009, the Justice Department identified more than 200 U.S. cities in which Mexican drug cartels "maintain drug distribution networks or supply drugs to distributors" - up from 100 three years earlier.[13]"

Legalize the marijuana, concentrate on the hard stuff. Quit wasting funds and create jobs and revenue at the same time. I don't smoke the stuff, but I got no problem with it, and it is very easy to find.

The apology is a guarantee. Tell you something else too. It is ALL bush's fault.

You cannot deter people from doing something without a consequence. Our justice department is completely screwed up. Either legalize it or there needs to be a serious consequence for being caught with it. Boy that was simple. Too bad our government can't figure out the simple stuff.

And don't be surprised if he throws in a few billion for aid. After all, we are all rich here in America.</p>
