I recognize it from the Jessie Stone series of movies that Tom Selleck did. Excellent series btw. One of the characters in the series, the corrupt Mayor of the town portrayed by Saul Rubinek says that on a regular basis to Jessie Stone the alcoholic detective from L.A. the town hired to replace their Sheriff that was on the take by the Mayor. 9 movies in the series good rainy winters weekend binge watching.
