Duck shooting from a boat

This may be a dumb question but I saw something this morning that I wasn't sure about. There were tons of duck hunters out this morning and I happened to see one paddle out and fire several shots. I knew the shots were much louder than the others I had heard and after a while noticed the shotgun over his lap while he was moving around. I could be wrong but isn't this kind of like shooting a deer from your truck? All the others were calling the ducks toward blinds on or near the bank. Just my thought.
 
Boat can not be under power from trolling motor or regular motor. Se were sculling today. There are different methods to hunt ducks and some do include from a boat
 
As noted, paddling and shooting OK. And for the record, whether the law allows it or not, game wardens are OK with shooting from a motorized boat when you're are chasing down a wounded/crippled bird. It's easy to know when that's happening because a large spray of water will accompany the shot.

If folks are running ducks up and shooting illegally by motor, the birds will be airborne and shooting from a boat under power from the motor is a big no-no.
