Finding the owner of a boat?

If I have the TN registration numbers, NOT the HIN, can I find the owner of a boat? I have been searching on line this AM, have not come across the info I need yet.
 
I found the owner of a boat by calling TWRA in Nashville. There is a lot of paperwork involved. They'll just give you their name and city of residence. I had the HIN though, I'm not sure if the process is the same with just a registration number.
 
I seriously doubt they will give you that information. I know it is illegal for a LEO to give the name of the owner of a car based on a tag number.
 
They will. Basically it worked like this. . . (If you're trying to register an abandoned vessel under your name)

1. Inform TWRA you've found a boat - you'll need the HIN I think but it may work the registration. They will give you the name of the individual and the city they live in, that's it. If it's an uncommon name you may be able to google them, if not, you're screwed.

2. During your initial phone conversation TWRA will send you a form to fill out and mail back.

3. Run an ad in the paper for two weeks with a description of where you found the boat and current location of the vessel so the owner can claim it. (save your receipt)

4. Contact TWRA after that time period and get the boat registered in your name. Here's the downside. . . if you don't have a bill of sale and John Smith contacts the police saying, "SpurHunter has my boat! I am following him down Hwy 58!" then John Smith can re-claim his boat at any time.
 
Been too busy to work anymore on it. I might try some more tomorrow. I did some research and found out some interesting things about liens and such.
