I am not suggesting this is THE reason Tennessee does it the way they do... but here is just one reason I liked the standard expiration date. And as former game warden, I believe it to be true.... if licenses expired at arbitrary dates MANY people would not remember when they bought theirs, or when they need a new one. A guarantee you there would be LOTS more tickets written to people who "forgot their license expired."
I don't think TWRA could send out renewal notices... I fear that would be an administrative nightmare, and expensive. I don't want to pay for it. And I betting that very few, even among the hardcore, would be able to remember when their own "year was up."
Note that earlier that I said "liked" the way they do it, as in past tense. I bought a Lifetime License so mine will never expire... expensive, but I sure do enjoy gloating about it every year about this time. emoBigsmile
