Fishing the Dam with ZERO water flow?

I was at the Chick Dam yesterday thinking I was going to fish, but it was too cold, (no jacket), and there were ZERO turbins running. Kinda spooky as I have not seen that before. Anyway, I was very suprised that there were several bank fishermen and one guy in a jon-boat casting into one of the turbin holes, and they were actualy catching fish. I was only there about 20 mins, but I watched them haul in several cats, the biggest being about 12 lbs. Is this normal for those conditions? I know good flow produces lots of fish, but I would have assumed it was the dead sea with no water running.

Spur when they arent running you can get small cats, and tons of bream. There are a few holes along the walkway there that hold them as well as the wall and in the turbine holes. But you have to fish it different, most of the catches will be on bottom.
