I sent an e-mail to Matt Majors, our local TWRA Officer about the implications of giving Spotted Bass away to bank fishermen. Here is my e-mail and his response.</p>

I appreciate you and your team's effort to protect our fishery.
I am particularily interested in encouraging bass fishermen to harvest a legal limit of spotted bass whenever they fish the Chickamauga tailwaters. Even if don't particularly want to clean a mess of fish, I usually don't have any problem giving them away at the boat ramp to bank fishermen. I intend to keep a supply of cheap stringers to make it easier to hand over the fish.
Here's my question. If my partner and I bring in a 10 fish limit of spots and give them away to a bank fishermen, is he then in violation of possession laws because he now has 10 instead of his 5 fish limit??? I don't want to set someone up for a violation.

Good question...and I appreciate your inquiry! TWRA works for the sportsmen and is always interested in how we can help you guys.
You are right. The possession limit (daily) for bass would be 5 so someone in possession of 10 along the bank would be in violation. Also, keep in mind how many they already have in their possession. Doesn't matter who may catch them, if they are in possession of more than five bass along the water, it can be a problem.
Now, if they have no bass in their possession, give them your five...just caution them about being in possession of any more bass while they are out that day.
If you and your partner have 10....find two fishermen to give them to. This way you are not setting them up for a violation.
