Guide/captains license requirments in TN?

What does twra require if you start charging people to guide them on TN waterways. I googled but couldn't find the information I seek.

I do believe they have to buy a state license which is now only available through application and have a coast guard captain's license
 
TWRA requires a license. However, it my understanding (so correct me if I am wrong) but the Coast Guard "6-pack" license is only required on Federal "navigable" waters. So non-Federal navigable waters (i.e. state) and non-navigable waters do not require a Coast Guard license.

Correct, but where they get you is the definition of navigable Water. The holston river is consedired navigable in places where you have to get out and drag your canoe
