The first part of your question is akin to asking whats the best bass lure. You wont save a penny unless you buy the most inexpensive parts out there.

Next, ANY rifle is a one shot hog killer. I grew up in Florida, if anyone tells you a .22 LR cant drop a hog in its tracks, they dont know what they are talking about...
 
If you look on you tube there are a ton of step by step vids on how to build a AR... And while you are there check out the Alexander's Arms Beowolf,,Buy the upper for a standard Ar that converts one into a 50. Cal for the same price as a new gun 750$ there's knock down power for your little AR...

I just finished my first AR about two weeks ago, used a spikes tactical lower and a DPMS upper, a few magpul parts and some other random goodies and with out the scope i'm just over a grand. The optics are going to be the most expensive part of the build. You can go cheaper with a lot of what I did and save a lot of money but like the saying goes, you get what you pay for.
 
I don't even own any black rifles as I am an AK man but a piece of advice about building an AR. DO NOT BUY any type of part, barrel or receiver from Model 1 sales. They sell sub-standard, not properly heat treated parts that will show up after a couple K through it.

spikes and La Rue are my favorite places to go for AR parts. As derek81 said above its the optics that freaking cost so much. If you keep you eye open you can find used but good optics for cheap on some of the AR forums.
