Sound like a few possibilities... Could be the spring is not adjusted correctly, the cable is sticking, or the hotfoot is sticking. It is rare to see something sticking on the engine. The cables can not be effectively lubed. Cables are around $25-$30 for most applications. I usually take the hotfoot apart and bead blast them if they have corrosion and replace the plastic washers and lube with grease. That ususally helps tremendously. If it had recently just started then the spring is probably adjusted correctly. Just my thoughts....
