How to down load pics

For some reason I cant figure out how to upload pics to this site.Not just regular fishing pics ,but also my profile pics.Can someone give me a little help.Ive tried going to control panel and I browsed in my computer and found some pics to upload but when I do that nothing happens.?????????????????????????????
