Hydraulic Brakes

I have recently bought a boat with an old neglected hydraulic brake Tennessee trailer. I went to repack the wheel bearings on it the other day and found the pads have worn so far into the drum that I can't get the drums off. Is there a way to retract the brake shoes to where I can get the drums off? Also, can you tell me what this lever in front of the oil resevoir is for?

BACK THE ADJUSTER OFF, IT IS A STAR WHEEL INSIDE THE BACK SIDE OF THE DRUM.
