Jack plate need help

I have 95 stratos it would run 55mph. I have put a 6in jack plate on it an it slowed down to 45mph. I have went up an down with it dont make that much diffent.What am i doing wrong.Thank you for the help....
 
This sounds stupid but you haven't put a kink in your fuel line, have you? I have a 10" hydraulic on mine and I don't think I could affect it 10 MPH, either all the way up or down. Moving the motor back puts the prop in better water and you should be realizing a gain, even if just a slight one.
 
Did you check the prop to pad height prior to putting the jack plate on so you would have an index of where you were at. If you didn't start at 3" below pad and go from there. Provided all cables and lines are good.
