LED nav lights

Went fishing this evening with a buddy. He has the LED nav lights up front in the rub rail. While loading up a guy asked me if we had ever been stopped for using the lights. He said they were illegal to have on when running. I know the LEDs in the boat are illegal to have on while running but are those nav lights illegal too?

These navigation lights have never been certified by the Coast Guard, which makes them illegal. You can use them in conjunction with the standard pole light, but not alone, is my understanding.
