This is where logical Americans can decipher between pork barrel, and necessity. Funding millions of dollars to study wolves in Colorado, and replacing a lock which serves millions of people with goods and services are two different things.

If I remember right, barges do already pay additional fees, but I believe there is some argument on whether its enough.
Guys, lets also remember the GVT uses these locks as well, its not just evil capitalist's that need this to be repaired.
Highways, bridges, dams, etc. are the things I believe the tax-payers SHOULD be paying for. We all benefit from these, either in transportation, security, (flooding), and keeping the cost of goods down.
