Had water in the lower unit when I changed the dope. I've never messed with anything like that is it hard to change the seals yourself or pay someone. How much does it usually cost to get them replaced
 
Depending on which seal(s) is leaking, specialized tools and expertise are required. IMO, your best course is to get the unit to a good shop for a proper diagnosis aka pressure test. Since you have already drained water from the unit, I would refill it with the proper lube to prevent corrosion. I would consider an impeller change while you're in it. Depending on the what parts are required plus labor, you're probably looking at a couple hundred $$'s at a minimum and very possibly more. Best of luck whichever you decide.
 
A seal kit was going to cost me $350 installed from Duck River Marine, another place was $400 including a water pump kit. Ended up having bigger issues, and didn't go with either option.
 
Just change the fluid every week and keep on fishing! Just kidding I wouldn’t recommend that but I’ve done it before. I would guess doing the seals is not super difficult but that may not be the whole problem
