Tennessee State rules if I’m looking at it correct. There is no length on a spotted bass??

But I have always been told 12inchs. Is that just for tournaments

Yes, you are correct. No state-imposed length limit. But I assume most (or all) tournaments do dictate a 12-inch minimum.
