minn kota trolling motor

my maxxum pro 80 quit saturday. checked batteries and i have 24 volts to the plug. took cover of bottom of pedal and disconnected the 2 wire going to the circuit board and i have 24 volts. plug the wires in and i have 3 volts or less.
is the circuit board bad? anybody else had this problem?
