I turned my motor hard to the right the other day and it seemed to "stick". This was as far right as it would go. I finally was able to get it straightened back out but not without struggle. I waited a few minutes and tried it again and it did the same thing. If you turn the motor off, it turns fine (I don't know if this matters). It is a 96 75hp Mercury Tracker motor on a 17 ft Nitro 170TF.

Would anyone wanna take a shot at what this could be?

Steering cables, I'm sure it doesn't have hydraulic steering? Cables just become old,the grease hardens in them,just replace them
 
A 75 hp is probably a single rack and cable. I'd buy the complete kit with the helm. Cheap enough. It'd suck to replace the cable and find out the helm is the issue. Reason I say this is, in warm weather sticky cables usually loosen up a little and in cold weather are very hard to steer.
