Seriously, study the seasons for those states where you can hunt. Many are a draw only for out of state hunters. It may take you a couple of years to get a tag.
You may want to get a guide for your first hunt, or go and explore public land during bird season to plan for the next year, if you like to do it Louis and Clarke style.
