Netting Reg's.?

I was out Mon. eve & saw some guys putting out some kind of net over behind Patten island in about 3-6ft. of water. It was right at dark & they were acting like they were getting away with somthing. Anyone know what they would be netting that shallow? And do you have to have a special license to use a huge net (50-75ft.) from a boat?emoScratch
 
I think all they need is a commercial fishing liscense and to stay down away from the dam on either side 1,000 or 800 feet. The net should not impede a boats passage.

A Commerical fishermen on Nick-A-Jack Lake put a couple of nets around the islands that floated up to the surface. They were not properly weighted and a guy from a dog fight hit the net and damaged his lower unit. I think they (commericial fishermen) are suppose to have their name attached to the nets. Not real sure who checks and monitors those guys. I do think they need closer monitoring. Seemed like when we were on some good bass we would crankbait a net up from time to time.
