New state record?

Has anyone heard about a possible new state record caught on chick. on 1/31/16? A guy at work came in talking about it this morning. Supposed to have been 16+.

It's BS. The picture floating around is from a Kentucky article in 2014. I have spoken with multiple people at TRWA and nobody called in to have a fish certified.
