Okay, I'm Stumped?

This morning I thought I would use my TVA phone app to check the status of any water being spilled at Watts Bar, Chickamauga, and Nickajack. In doing so, I happened to note the following apparent anomalies:

At 4 am on 12/24, Watts Bar upstream elevation was 736.9, downstream elevation was 682.9
At 4 am on 12/24, Chickamauga upstream elevation was 677.3, downstream elevation was 642.19
At 4 am on 12/24, Nickajack upstream elevation was 632.49, downstream elevation was 601.52

Now, my question is, since the Watts Bar downstream is the Chickamauga lake level, why the 5.6 feet difference in the reported data?
Likewise, since Chickamauga downstream is Nickajack surface, why the 9.7 feet difference in the reported values?

I'm not sure about all of them but on Nick the water is held back by the river canyon. The water being released at Chic can't make its way through the canyon as fast as the dam at Nick is releasing it. The lake level is normally lower on Nick than the level below Chic dam when both dams are spilling like they are now. Hope this makes sense.
