plastic baits

A friend of mine gave me some plastic baits today. Their was one that I was wondering about, It looks just like a red worm, it is brown and about 4 inches long. What would this be good for and how would you rig it ? Thanks in advance.

For one that small I'd use a shaky head or a drop shot. Of course I'm a sucker for larger lures.
