I never really thought about it being private but I guess it is and yes, you do have to pay. It's a couple of bucks a day or you can get the yearly pass. I paid $40 last year and it's for a full from date of purchase, unlike some things that expire on a given day, no matter when you paid for it. The year thing is by far the way to go if you do much fishing.
