Quick question about some stuff that's been sprayed on my paint..

I just recently bought a boat (1977 15' Elite bass boat) with a 65 Mercury on the back. Transom was solid, deck was solid, and hull was solid (knicks and stuff here and there, but nothing major). The guy I bought it from literally just took it fishing and that's pretty much it. However, the guy who had it before him (original owner, IIRC), had sprayed some time of sand-like material over practically EVERYTHING on the top.. turning the nice (although old) blue paint into a horrid looking mess that is nothing short of an assault on the eyes.

Anyone first off know what this might've been? And second, what's a good way to get rid of it? I know paint is expensive, but I'd at least like to get it looking alot better than it currently does. The motor runs like a champ, and the whole boat is solid, so there's no reason for it to have to suffer with an ugly appearance.

Also, how would one go about fixing the knicks and such in the hull? I've been around boats my whole life, but this is the first one I've personally owned, and although it's solid it could really use some fixing up (which is fine.. I'm fairly handy).
 
Rust Oleum sells a clear anti-slip spray that has a gritty finish. You might find that and see what is in it and what will get it off.

Hopefully someone else will here will be able to tell you what solvents are safe to use on your finish.
