Telico River Permit

Is the Telico River permit required with the lifetime sportsman license? I'm getting different answers from TWRA. One person at the Nashville office said Telico permit and also Gatlinburg permit was not required with a lifetime sportsman. A person in Crossville said yes they were still required. Does anyone know the answer to this? thanks. Going up this next week a couple of days for the first time ever. I'd like to know before I go.

I have been getting sportsman license for years. It is my understanding the only other thing you have to purchase is a federal duck stamp.
