I was looking over the new Tennessee Regulations book and saw that only one smallmouth over 18" could be kept. Does this mean that in a tournament only one smallmouth could be weighed in?

That is per person but some tournaments will restrict it to one per boat even if you have two guys in the boat. You will need to ask ahead of time.

The rule of thumb is a tournament will always adhere to the mandated law and may even force it to be a little more restrictive..

One per person as per TWRA regulations but Tx's usually limit it to one per boat.  </p>

Most Txs I fish allow 1 per angler, meaning you can weigh in 2 per boat. I know you can weigh 2 in CBAs and there were teams with 2 in the CATCH TX.

I started to stir the pot, but no, I'm not going to go there!!
