I check this site for info to add another piece of the puzzle while trying to develop a battle plan before I hit it water. When they mention tail waters does that mean below chick dam/nick lake or below watts bar dam/chick? I take that as below Chick dam.

Yes when they mention the tail waters it is the part of the river just below the dams where it usually shallow and has current running faster.
