Does anyone know if the trim tab (the small fin below the anti ventilation plate) on an outboard motor will effectively compensate for the righthand torque when the motor is trimmed in (down), or is it just for alleviating the torque when trimmed out?emoScratch

The torque you may be talking about is called "bow steer". That is when the keel of the boat is in the water and it makes it hard to drive untill you trim up. That can only be helped by trimming. If I understand what you are saying... Trim down torque steer ....trim up no torque steer. Just my thoughts....

That is what I'm talking about. The owners manual talks about the trim tab compensating for this. It wasn't clear about the adjustment. I did some adjusting, and the trim tab does help some with how hard the boat steers to the right with trim down.- but it doesn't solve that completely.

The trim tab is to offset the torque of the prop at higher trim angles. If you get it to help on bow steer it will probably effect higher speed torque steer. If it has hydraulic steering, then you will not feel the higher end torque steer.
