trolling motor cover replacement

I am trying to replace the trolling motor cover and cover base on my trolling motor. I am having an extremely difficult time removing the cover base from the shaft. I have taken the three screws out of the cover base that connect it to the shaft and tried to slide (hammer, pry, etc.) the cover base off of the shaft. Am I going about this the wrong way?

Anybody have any idea how to get the cover base off the shaft so that I can replace the cover base?

If it's allen screws holding it in place it's possible that it has double screws in it, one piggybacked on the other.
