The idea to eliminate the 3-inch antler rule for deer hunters didn't start with TWRA biologists originally. However, in spite of complaints about the new rule, they're in no hurry to go back to the old way. They recommended that regulators keep things as they are. The final vote by wildlife commissioners will take place in Dayton, Tennessee, May 23-24.

Image Below: Chuck Yoest, TWRA Asst. Chief of Wildlife, said there is a continued positive trend in an increased age structure of harvested bucks. He said bucks at least two-and-a-half years old was at an all-time high last season. He also said the the proportion of fawns in the buck harvest continues to decline, and to a lesser extent yearling harvest is declining. (Screen Grab - TWRA Video)

That just means people will ground check see nubs and walk off yotes and buzzards have to eat to. For the ones making rules for the hunters are the buck numbers declining or are they not getting checked out due to your new checking system?.

factor in the number of fawns killed by coyotes has to have increased. Last year one morning I had 10 come by stand in 15 mins.
