Water levels?

What is the deal with the water levels this year. I know I probably missed some reason for it being so low this late in the year but just wondering if it was done for a reason?
Last year out club fished a tournament on April 23rd and it was up in the bushes, this year we are supposed to fish Thursday (28th) and still lots of dry land out there.

Normal for full pool isn't until may according to tva webite but we usually get lots of rain in April and it's usually up

Yes Its different every year because of the weather, How much rain and such . I have a buddy with TWRA that said May its should be at normal pool.

Thanks guys, I live in Rome Ga, and we have had plenty of rain to overfill Allatoona and Weiss this year a few times. That is why I asked, thanks for the info guys I appreciate it.
