It is topwater, anything might work at any time, my guide has always been this in the spring. Until the water gets to 55 degrees I will not throw any topwater baits, and then I will just throw something I can work really slow like a popper around cover like blowdowns, stumps, big chunk rock or riprap. Once the temp hits 60 and stays at 60 or more overnight, then I will break out a buzzbait or whopper plopper. Once it gets to 65, and stays that way overnight, then I will break out the walking baits and really from that point on any topwater will work.
You have to remember that surface temps of 62 in fairly clear water this time of year will only be 56 to 58 3 feet or so down.
All that having been said, it is topwater, some days they will hit it, some days they won't, and there is not always a reason. I think many times the first person that throws it in front of a fish that has not seen a surface lure in 4 months gets a bite, and on the Chick that might be the bite of a lifetime.
