How about a road trip to Mauntock, NY - striper fishing mecca of the world. That area has produced more large stripers (>70) over the years than anywhere else. Best time of year is late summer/fall. Those ocean stripers migrate back and forth between Maine and the southern tip of FL every year. They try to spend most of there life in 55-65 degree water which accounts mostly for there migatory patterns and of course where the forage is prevalent. As far as a shortest trip, they're usually hanging arouund Hatteras in Jan/Feb. VA Beach is not to far north of there. You can usually find a few in the Charleston/Savannah ares this time of year too. The Chesepeake Bay gets heavilily stacked in the spring with the fish starting there journey back north as well as there spawning patterns.

There have been reports of 100+ pound fish getting caught in commercial fisherman's nets. It's a matter of time befroe the world record of 78.5# is broken.
 
Saltwater though .. I want to see a landlocked Striper that big

World Record (landlocked) - 66 pounds, caught in O'Neill Forebay, California, in 1988.
