RE the torque tab, I've owned V-6 Merc's since 1989 and none of them have had a torque tab. Sounds like you may need to vent some exhaust to allow the engine to spin up at take off. Does your prop have vent plugs and/or a blow out ring? You could also try a 21P and, probably, still keep your RPM's under 6000. As for other possibilities, is your boat gaining weight? Are you carrying a bunch of gear? Is the bilge full?
 
Not sure on the vent plugs. Its a mercury tempest prop. The max rpm on that engine is 5600, so I am already right there (assuming the tach is accurate). It is not gaining any weight that I know of, never has a drop come out of the bilge. Don't have it loaded that bad- less than 15 gal of fuel, normal fishing gear, 8lb anchor, 3 batteries, about 300 lb of people and dog. I'd like to get it figured out because we bought a fish/ ski to be able to ski/ tube behind, but I don't think it would pull a skier up very well.
 
RE your prop; The newer Tempest/Trophy PLUS series props have the vent holes that you "adjust" with various sized plastic plugs. The prop will actually say Tempest Plus, and have 3 holes between the blades. A prop shop down your way should be familiar with the issue and able to drill yours to add some venting. Might also inquire at the prop shop and/or your Merc dealer about a "blow out ring" for your existing prop. You may still wind up having run a 21 pitch for tubing/skiing. The 2.5 Merc's aren't known to be torque monsters. Good luck!
 
Read up a bit on the venting system on the mercury props, sounds like it could be just the ticket. I will look when I get home to see if mine has it.

Much to my disappointment, I checked my prop, and it already has three large vent holes. So, even though it sounds like it would have worked, I don;t think I can vent any more. Still looks like my best next option is finding a little smaller diameter prop. Like a 14"x23P

Torque tabs are needed in some applications. I have had to install the high performance ones due to a tremendous amount of torque. Here is one such instance. This is my old engine on Wes' bullet. At 2:15 you can see 1/2 the prop is out of the water and if a torque tab was in place it would do no good as it would be out of the water. Just my experiences.
