My issue with a pond-fish record is that ponds are usually private. The size of the water body is not an issue to me. Its the fact that the fish could have been intentionally feed and grown to be a record, then starved so that it could be caught easily. A state should only recognize records achieved on public waters, this will avoid confusion. A state has an interest in promoting its fisheries because it brings in money from related sales, and sales taxes and license revenue. No body is truely interested in a potential big catch if the owner of that water is the only person with access to the water.
