All above is true, though i believe the red and green buoy system was originally put in place for barge traffic and especially on the lower side of Dams. i think if i remember correctly between the buoys you are "guaranteed" 12 fee of water which i think is a couple of feet deeper than what a loaded barge would be at. that being said, and especially on Chickamauga Lake and in the summer no one follows the pattern since most are a bunch of yayhoos out joy riding. those guys are your main worry. hopefully i am right on my info, if not someone please correct me. The green and red buoys mark the edge of the channel. However, they are sometimes "moved" by a barge, other boats, or super strong current. Use them as a reference and if you see one out of place contact your local Coast Guard and alert them. They'll send a team to re-plant the buoy. Thanks and wear your lifejacket - they float, you don't.
