You can give it away for free and the gov could care less. If you pay for it then you get arrested and fined. Its all about the gov getting their cut. They could care less about morals. If they legalize it and tax it, the gov gets paid and the cops can focus on the theives, murderers and rapist. Those who are out to purposely do harm to others.
