I would think any bass boat dealer service department could do it such as Chattanooga Fish & Fun. I've had several of my rub rail inserts off tightening the screws that hold the rub rail insert holder onto the hull. I would think you could purchase the rub rail insert and install it yourself maybe if it is just the rub rail insert you are talking about. Installing the rub rail holder might be a bigger job or at least riskier one, I've not messed with the holders other than tightening the screws. I know that sitting the rub rail insert out in the sun softens it which helps getting in inserted into the holder. They are kind of a pain to mess with. Hope you have found someone or will find someone.
