Sorry I just saw this. I don't know about above ground shelters in a garage but my wife and I looked at a home in Ooltewah back in 2012 that had a neat storm shelter that they added under their garage floor. There was a Panel (very strong, a car could sit on it) that was about 4' x 3' in the center of the concrete garage floor. When they opened the panel there were stair steps that led to an underground bunker. It had lights and a air intake recirculation system, shelves for supplies, even bunk beds. It was pretty good, a place to take shelter from a storm or from civil unrest I suppose. We didn't buy that house but instead purchased one close by that had a full basement which I like, there have been a couple of times that we have retreated to the basement when strong weather was in the area.
