It's things like this that will cause TN anglers to get together and complain to the TWRA. Enough complain and the TWRA can impose a "no out of state" tournament rule or require tournament permits where state residents getting priority on date choices. Connecticut did it when i lived up there years ago, for this exact same reason.
using a TN ramp on a TN lake and forbidding TN residents from fishing is a BAD idea. Not only is it disrespectful to TN anglers, it may cause hardships for any out of state clubs who wants to fish the lake.
