The Rock is near river mile 450. I can give you coordinates but it's pretty easy to find. Unlike lake islands it is private property. I would recommend contacting the land owner for permission.

Speaking personally, If you just shore up for a picnic I don't feel most landowners would take issue unless it became a littering problem or individuals were just acting-a-fool. If you start walking past the bank is when I feel it is curteous to contact land owners for permission. I'll PM you with more info this evening.
